As the director of Community Development from June 2003 until January 2009, Kim oversaw operations of the Bureau of Health, the Bureau of Housing and the Bureau of Permits, Planning and Zoning. Prior to that, Kim served as the Executive Director of the South George Street Community Partnership and the Weed & Seed AID Coordinator for the City of York from 1999-2003. She was charged with revitalizing a 60-block area of southeast York City. The organization was instrumental in galvanizing neighborhood residents to take a more active role in their community while working with other stakeholders to change the appearance of the area.
Kim was born and raised in York and is a proud graduate of William Penn Senior High School. Kim attended Bloomsburg University and in 1984 joined the United States Air Force where she served honorably until 1994 achieving the rank of E-6. Among her medals and citations, she received the National Defense Service Medal and the Air Force Good Conduct Medal with 2 devices.
Kim chose to return to York in 1994 to work for the Crispus Attucks Association, where she managed the national local program of YouthBuild AmeriCorps.
Continuing the spirit of community activism, Kim currently serves or has served on the Boards of York Hospital, the Martin Library, and the York County Community Foundation, namely because of their organization's missions and their commitment to serving the York community. She is also the founding President of the York Chapter of the National Coalition of 100 Black Women, a 30 year old national organization whose mission is to develop leaders to rebuild their communities and redirect the energies of younger Black people who live in those communities. She is an active member of the Friendship Baptist Church and serves as the church's Treasurer.
